S.J.Res. 91 · Energy
A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to "Coastal Plain Oil and Gas Leasing Program Record of Decision".
Introduced Oct 28, 2025 · Indefinitely postponed by Senate by Unanimous Consent.
What does this mean?

This resolution would cancel a Bureau of Land Management decision from December 2024 that limited oil and gas drilling in the Arctic National Wildlife Refuge's Coastal Plain area in Alaska. That 2024 decision had shrunk the land open to drilling from the full 1.6 million acres down to about 400,000 acres (the minimum required by law), setting aside roughly 1.2 million acres to protect wildlife and other uses of the land. If Congress cancels that decision, it would undo those added protections, potentially reopening more of the refuge to oil and gas companies for leasing and drilling, though the exact rules that would then apply aren't spelled out in this resolution itself.
