Do Your Members of Congress Actually Work For You?

We scored 528 of 539 members of Congress on how well they serve their constituents versus their donors — using federal funding delivered to their district, where their campaign money comes from, and the bills they sponsor. Grades are relative: each member is ranked against the rest of their chamber.

The Accountability Gap
Good Grades Don't Guarantee Reelection. Bad Grades Don't Guarantee Defeat.
Low-grade members who hold safe seats face little electoral pressure to change — and high-grade members in tough races face pressure regardless of performance.
Grades are relative, not absolute. Each member is ranked against the rest of their chamber, and grades follow a fixed curve, so the bottom 10% get an F by design. A 0th-percentile rank means lowest in the chamber, not that a member delivers nothing.

How It Works
What goes into the grade
DeliveryFederal contract and grant funding reaching a district, measured against its own need and similar-density peers — not raw dollars alone.
Donor MoneyFEC filings measuring how much money comes from individuals rather than PACs, and how much from the member's own state.
Legislative ActivityReal bills sponsored this Congress — ceremonial ones left out — and how far they got, compared fairly within each party.
Delivery, Donor Money, and Legislative Activity combine to form the Accountability Grade.
