S.J.Res. 71 · Emergency Management
A joint resolution terminating the national emergency declared with respect to energy.
Introduced Jul 31, 2025 · Failed of passage in Senate by Yea-Nay Vote. 47 - 51. Record Vote Number: 554.
What does this mean?

On January 20, 2025, the President declared a national emergency over energy supply, which unlocked special emergency powers letting federal agencies fast-track approvals for drilling, mining, and building energy infrastructure like pipelines and power plants, especially in the Northeast, West Coast, and Alaska. This bill would cancel that emergency declaration, meaning those speeded-up approval processes and emergency permitting shortcuts would end, and agencies would go back to using their normal, non-emergency procedures for energy projects. It would also stop the Defense Department's emergency authority to fast-track military construction projects aimed at fixing weak spots in how it gets and moves fuel and other energy supplies.
