S.J.Res. 184 · International Affairs
A joint resolution to direct the removal of United States Armed Forces from hostilities within or against the Islamic Republic of Iran that have not been authorized by Congress.
Introduced Apr 16, 2026 · Motion to discharge Senate Committee on Foreign Relations rejected by Yea-Nay Vote. 47 - 50. Record Vote Number: 113. (consideration: CR S2156-2158)
What does this mean?

This resolution would require the President to pull U.S. military forces out of any combat involving Iran, unless Congress has specifically voted to declare war or approved that military action. It's essentially Congress asserting its constitutional authority over war-making decisions, rather than leaving that choice solely to the President. There's an exception built in: U.S. forces could still act in self-defense if they, or American facilities elsewhere, actually came under attack. In practical terms, this affects how and whether U.S. troops could be sent into or kept in a conflict with Iran without a direct vote from Congress authorizing it.
