This law extends for several more years two federal programs that give small businesses grant money to research and develop new technologies that could eventually be sold commercially. Small businesses applying for these grants will now face stricter security screening — for example, checks to make sure sensitive research doesn't end up benefiting foreign adversaries — and if a business gets rejected on security grounds, the government now has to tell them why. Businesses will also be capped on how many grant applications they can submit each year, and government employees who help these companies transition their technology into real government contracts will get more training to do that job. Additionally, small businesses with especially promising technologies in critical areas can qualify for extra grant money if they can also bring in matching funds from other sources.
