This is the annual bill that sets policy and spending limits for the U.S. military and the nuclear weapons programs run by the Department of Energy — it doesn't actually hand out the money (that happens in a separate bill), but it decides what the military is allowed to buy and do. It sets how many active-duty and reserve troops the military can have, approves specific military construction projects like new buildings or bases, and authorizes purchases of equipment like aircraft, ships, and missiles. It also directs the Navy to fix problems with how privately-run shipyards maintain and repair Navy ships, continues a program aimed at strengthening U.S. military presence in the Indo-Pacific region to counter China, and requires the Pentagon to study the security risks posed by new biotechnology. Separately, it eliminates several Department of Defense diversity, equity, and inclusion offices and rules, including getting rid of the department's Chief Diversity Officer position.
