Every two years, the House has to vote on its own operating rulebook, and this is that rulebook for 2025-2026. It changes how easy it is to try to remove the Speaker (the lawmaker who leads the House) — now it takes a group of at least nine Republicans (the majority party) to force a quick vote on ousting them, instead of just one member. It also limits fast-track voting to the first three days of the week, blocks lawmakers from tacking on unrelated amendments to bills, and stops the House from voting on legislation projected to add a large amount to long-term federal deficits. Separately, it shuts down the House's internal diversity and inclusion office (a staff office that worked on hiring and workplace diversity issues), removes some union bargaining rights for House staff, and keeps a few existing committees running, including one focused on U.S.-China relations and one that promotes democracy-building efforts with foreign legislatures.
