H.Res. 432 · Congress
Providing for consideration of the bill (H.R. 2550) to nullify the Executive order relating to Exclusions from Federal Labor-Management Relations Programs, and for other purposes.
Introduced May 20, 2025 · Motion to reconsider laid on the table Agreed to without objection.
What does this mean?

This is a procedural resolution that sets the rules for the House to debate and vote on a separate bill, H.R. 2550. That underlying bill would cancel a March 2025 presidential order which had removed certain federal agencies from the usual rules letting their employees join unions and bargain collectively with their agency over pay, working conditions, and similar issues. If H.R. 2550 passes, workers at those agencies would go back to having the same union and bargaining rights as most other federal employees; if it doesn't, the president's order excluding them stays in effect.
