What does this mean?

This is a "rule" from the House Rules Committee — a procedural measure that sets the terms for debating and voting on six separate bills, rather than making policy itself. Those six bills cover: military funding and troop levels for next year (H.R. 8800); renewing a Social Security disability program that tests new approaches to helping disabled workers (H.R. 8884); an overall government spending and revenue blueprint for the next decade (H. Con. Res. 113); new limits on members of Congress and their families buying and selling individual stocks (H.R. 7008); changes to rules banks must follow (H.R. 6955); and a stopgap bill to keep the government funded and avoid a shutdown (H.R. 9770). In short, this measure itself doesn't change any laws — it just controls how and when the House will debate and vote on these other bills.
