What does this mean?

This isn't a bill itself, but a procedural measure that sets the rules for the House to debate and vote on five separate bills. Those bills would: rewrite USDA farm and food-assistance programs through 2031; require public elementary and middle schools to get parental permission before changing a minor's gender-related records or bathroom/locker room accommodations; set overall federal spending and revenue targets for 2026 through 2035 (a budget blueprint, not actual spending decisions); create a program to correct grave markers for Jewish American soldiers buried overseas whose religion was recorded incorrectly; and change a Clean Air Act rule that currently lets gasoline with higher ethanol content be sold in summer months without extra smog-control requirements. This resolution doesn't decide any of those issues itself — it just clears the way for the House to consider and vote on them.
