What does this mean?

This is a procedural "rule" resolution — it doesn't create new law itself, but instead sets the terms for how the House of Representatives will debate and vote on four separate items. One is a spending bill funding the Department of Homeland Security (the agency handling immigration enforcement, border security, disaster response, and airport security) for the year starting October 2025. Another is a resolution simply expressing House support for that same department. A third would set up a program and city commission to clean up and improve the appearance of Washington, D.C.'s public spaces. The fourth would change federal rules about which ships are allowed to enter U.S. waters or ports and move cargo there, potentially affecting shipping companies and vessels that don't meet the new requirements.
