H.Res. 1032 · Congress
Providing for consideration of the Senate amendments to the bill (H.R. 7148) making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the joint resolution (H.J. Res. 142) disapproving the action of the District of Columbia Council in approving the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025; and providing for consideration of the bill (H.R. 4090) to codify certain provisions of certain Executive Orders relating to domestic mining and hardrock mineral resources, and for other purposes.
Introduced Feb 3, 2026 · Motion to reconsider laid on the table Agreed to without objection.
What does this mean?

This isn't a bill that changes any laws itself — it's a procedural resolution that sets the rules for how the House will debate and vote on three other pieces of legislation. One is government funding legislation that has already passed the Senate in a modified form and would keep federal agencies operating through the rest of the fiscal year. Another would let Congress overturn a D.C. Council tax law, which is possible because Congress has special oversight power over D.C.'s local laws even though D.C. residents elect their own government. The third would turn several of the President's executive orders on mining for metals and minerals used in manufacturing and technology into permanent law, meaning future presidents couldn't simply undo those mining policies with their own executive orders. In short, this resolution doesn't decide any of those outcomes — it just clears the path for the House to take them up and vote.
