H.R. 997 · Taxation
National Taxpayer Advocate Enhancement Act of 2025
Introduced Feb 5, 2025 · Message on Senate action sent to the House.
What does this mean?

The Taxpayer Advocate Service is a unit inside the IRS whose job is to help everyday taxpayers who are stuck with unresolved problems or unfair treatment from the IRS. Right now, the lawyers who advise this office technically work under the Treasury Department's main legal team rather than the Taxpayer Advocate directly. This bill would let the head of that office, called the National Taxpayer Advocate, hire her own legal counsel who answer only to her, and it would also give her more direct control over hiring, firing, and managing all the staff in her office nationwide, not just the local advocates in each state. In practice, this is meant to make the office that's supposed to be an independent watchdog for taxpayers more independent from the rest of the IRS and Treasury's chain of command.
