This is a yearly funding bill that keeps money flowing for a wide range of food, farming, and health-related government functions. It pays for things like farmer support and crop insurance programs, food safety inspections of meat and other products, rural housing and utility assistance for people living outside cities, and nutrition assistance programs including school meal programs, WIC (which provides food and healthcare referrals to low-income pregnant women and young children), and SNAP (formerly known as food stamps, which helps low-income people buy groceries). It also funds the FDA, which oversees the safety of food, medicine, and medical devices, plus smaller agencies that regulate farm-related financial markets and international food aid programs that send American food overseas to fight hunger. Beyond the money itself, the bill includes specific rules, such as new provisions about regulating pet food and protecting companies that donate pet supplies from certain lawsuits, and funding for building a water pipeline project in Colorado called the Arkansas Valley Conduit.
