This is essentially the government's annual spending plan for military bases and veterans' programs for the year starting October 2027. It funds construction and repair of buildings, barracks, and family housing at Army, Navy, Air Force, and Marine Corps bases, plus housing for National Guard and Reserve members, and pays for the U.S. share of NATO's shared military infrastructure projects overseas. It also covers money for veterans' healthcare, disability and education benefits, military cemeteries, and a fund that helps pay for medical care related to toxic exposures (like burn pits) that veterans experienced during service. In short, active-duty military families, National Guard and Reserve members, and veterans are the main people affected, since this money determines what gets built or maintained on bases and what services and benefits the VA can pay out this year.
