This extends a trade deal, through the end of 2028, that lets certain clothing made in Haiti enter the United States without the usual import taxes (tariffs), as long as it's within set quantity limits. It also fixes a technical mix-up where some Haitian clothing lost that tax-free status by mistake due to changes in the U.S. tariff code, and requires the government to reinstate the exemption for those goods. Anyone who paid import taxes on qualifying Haitian clothing between September 30, 2025, and whenever this bill becomes law can ask U.S. Customs and Border Protection—the agency that collects tariffs at the border—for a refund, and that agency has 90 days to pay it back once a proper request is filed.
