H.R. 6472 · Education
Territorial Student Access to Higher Education Act
Introduced Dec 4, 2025 · Received in the Senate and Read twice and referred to the Committee on Health, Education, Labor, and Pensions.
What does this mean?

If you're a public college that accepts federal financial aid money (which is basically every public college), you'd no longer be allowed to charge higher "out-of-state" tuition rates to students who come from Guam, the Northern Mariana Islands, American Samoa, or the U.S. Virgin Islands, as long as those students are U.S. nationals. In practice, that means a student from one of these territories moving to, say, Ohio for college would pay the same lower in-state tuition rate as an actual Ohio resident, instead of the pricier rate typically charged to people coming from outside the state.
