H.R. 6422 · Environmental Protection
American Water Stewardship Act
Introduced Dec 4, 2025 · Received in the Senate and Read twice and referred to the Committee on Environment and Public Works.
What does this mean?

This bill extends funding through 2031 for several EPA programs that clean up and protect specific bodies of water — including the Great Lakes, Long Island Sound, the Columbia River Basin, and various coastal estuaries — plus a program that funds testing for contamination at public beaches. It adds the Mississippi Sound to the list of protected estuaries and lets beach-monitoring grants also be used to track down the actual sources of water pollution, not just detect it. It also blocks this water-cleanup funding from going to organizations that are based in, or tied to, countries considered foreign adversaries. Finally, it requires a government watchdog agency to study how well these regional water programs are actually working and report back.
