When the federal government builds something or approves a major project, it currently has to go through two separate environmental reviews: one under a law called NEPA, which studies how the project affects the environment, and another where the EPA — the agency that enforces clean air and water rules — reviews and comments on it too. This bill would end that second EPA review whenever the project is already being reviewed under NEPA or through the normal process for writing federal regulations. In practice, this means federal construction projects and similar agency actions would go through one environmental review process instead of two.
