Colleges and universities that take part in federal student aid programs (the government loans and grants that help students pay tuition) would be barred from joining boycotts of Israel, meaning they could not take business actions meant to limit commercial ties with Israel or with companies licensed, regulated, or based there, unless they have a valid business reason unrelated to the boycott. Schools that receive or apply for Title VI money, which is federal funding for foreign language and international studies programs, would also have to certify each year that their students and faculty can join academic programs in Israel on the same terms as programs in other countries. They would likewise have to certify that students and faculty from Israeli colleges can take part in the school's own programs on the same terms as those from other countries. The summary does not say what penalties would apply if a school breaks these rules.
