Employees of companies and organizations that get money from the Department of Housing and Urban Development (HUD, the federal agency that runs programs on housing, such as help with rent and community development funding) are already protected from being fired, demoted, or otherwise treated worse by their employer for reporting certain misconduct involving federal contracts, grants, or funds to Congress or another appropriate official. Right now, that protection only covers contracts and grants signed or changed after the law took effect in 2013, so workers tied to older HUD agreements are left out. The bill would extend the protection to all HUD-funded contracts and grants, no matter when they were signed, including those from before 2013.
