FEMA—the federal agency that helps communities prepare for disasters and attacks—runs two grant programs that give money to states and cities to help protect against terrorism. This bill requires FEMA to do a better job explaining these grants to the local officials and organizations applying for them, offering help before, during, and after the money is awarded. FEMA also has to survey these local groups every year to find out what's working or not, and report back to Congress on whether it's actually following through. In short, if you work for a city or state agency applying for anti-terrorism preparedness funding, you should get more guidance and a real channel to give feedback that FEMA has to show it's listening to.
