H.R. 3109 · Energy
REFINER Act
Introduced Apr 30, 2025 · Received in the Senate and Read twice and referred to the Committee on Energy and Natural Resources.
What does this mean?

The Department of Energy, the federal agency that oversees U.S. energy policy, would be required to have the National Petroleum Council—a group of industry advisors that studies oil and gas issues—put together a report on oil and chemical refineries across the country. That report would look at how much these refineries matter for keeping the country's energy supply secure, whether they could expand, what risks they face, and whether any government rules or actions have caused their production capacity to shrink. For everyday people, this doesn't change anything immediately at the gas pump or in energy prices; it simply creates a study meant to inform future decisions by lawmakers about refinery policy.
