H.R. 2978 · Crime and Law Enforcement
GUARD Act
Introduced Apr 21, 2025 · Received in the Senate. Read twice. Placed on Senate Legislative Calendar under General Orders. Calendar No. 627.
What does this mean?

Police departments and tribal law enforcement agencies that receive money from certain federal law enforcement grant programs would be allowed to spend that money on investigating financial fraud, including scams that target older people and a scheme called "pig butchering," where a con artist slowly builds a victim's trust and gets them to send more and more money, usually in cryptocurrency, into a fake online investment. The bill also lets federal law enforcement agencies help local, state, and tribal police, as well as fusion centers (offices where different agencies share crime information), use tools that trace how money moves through blockchains, the public digital records that track cryptocurrency transactions. In addition, the Financial Crimes Enforcement Network, a Treasury Department bureau that collects financial information to help catch money crimes, would have to report on what is being done to fight these scams, including any legislative recommendations, and on the current state and trends of these crimes across the country.
