Right now, U.S. export rules mainly control physical items—like sensitive equipment or technology—being shipped to another country. This bill says that if a foreign person accesses one of those controlled items remotely, say, by logging into a U.S.-based computer system or cloud service over the internet, that counts the same as exporting it, even though nothing physically crosses a border. In practice, this means American companies that let foreign users remotely use sensitive tech (like advanced software or hardware controlled for national security or military reasons) may now need a government license to allow that access, and the Commerce Department can fine or penalize companies that let it happen without permission.
