Communities in Colorado's Arkansas River Valley are supposed to help pay back the federal government for building a pipeline (called the Arkansas Valley Conduit) that carries drinking water from the Pueblo Reservoir to their towns. This law changes the repayment terms for those communities: it eliminates the interest they would have owed on that debt, and it stretches out how long they have to pay it back to 100 years instead of a shorter period. The practical effect is that these towns end up owing less money overall and have much smaller, more manageable payments spread out over a much longer time.
