H.R. 10326 · Government Operations and Politics
PROOF Act
Introduced Sep 10, 2026 · Received in the Senate and Read twice and referred to the Committee on the Judiciary.
What does this mean?

States would have to hand over whatever information the Department of Justice (the federal agency that prosecutes crimes) asks for when it is investigating possible fraud in certain programs that the federal government pays for but states run. Those programs include Medicaid (health coverage for lower-income people), SNAP (monthly help buying groceries), TANF (temporary cash aid for low-income families), certain pandemic-related federal money sent to states, and any other state-run program the Department of Justice flags as vulnerable to fraud. Any federal agency that receives this information could use it only for fraud-related law enforcement, not for unrelated administrative tasks or commercial purposes. Each year, the Department of Justice would also have to tell Congress how many information requests it sent to state agencies, which programs they involved, and how many fraud investigations and convictions resulted from the information.
