H.R. 1011 · Agriculture and Food
Emergency Conservation Program Improvement Act of 2025
Introduced Feb 5, 2025 · Received in the Senate.
What does this mean?

Farmers, ranchers, and private forest owners who lose land, fences, or farm structures to disasters like floods, storms, or wildfires can currently get government help paying to repair the damage, but they often have to pay the cost upfront and get reimbursed later. This bill lets them get more money in advance—up to 75% for rebuilding destroyed structures or forest land, and 50% for repairs—instead of the current 25% cap, so they don't have to front as much cash before starting the work. It also allows help for wildfire damage even if the fire itself wasn't started naturally (for example, one started by a government agency), as long as the fire then spread because of natural conditions like wind or drought. People who get these advance payments will have 180 days to actually spend the money on the repairs.
