H.Con.Res. 64 · International Affairs
To direct the removal of United States Armed Forces from hostilities within or against Venezuela that have not been authorized by Congress.
Introduced Dec 1, 2025 · Motion to reconsider laid on the table Agreed to without objection.
What does this mean?

If U.S. troops are currently involved in combat or military action in or against Venezuela, this measure would require the President to pull them out — unless Congress has specifically voted to declare war or approve that military action. In other words, it's Congress asserting that any ongoing fighting involving Venezuela needs their formal sign-off, and without it, the troops must be withdrawn. This mainly affects U.S. service members who might be stationed in or operating around Venezuela, as well as the President's ability to keep them engaged there without lawmakers' explicit approval.
