H.Con.Res. 61 · International Affairs
Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with presidentially designated terrorist organizations in the Western Hemisphere.
Introduced Nov 17, 2025 · Motion to reconsider laid on the table Agreed to without objection.
What does this mean?

If U.S. troops are currently fighting groups in North, Central, or South America that the President has labeled terrorist organizations, this resolution would require the President to pull those forces out of combat. The catch is that this only applies if Congress hasn't formally voted to declare war or specifically authorized that military action — so it's really about stopping the President from waging this kind of fight on his own authority, without lawmakers signing off first. This would affect U.S. military personnel deployed for such operations and, more broadly, decide whether the President or Congress has the final say over starting or continuing this kind of conflict.
